The Chairman of The Verkhovna Rada of Ukraine, Arseniy Yatseniuk, intends to bring before the Ukrainian Parliament, a legislative initiative appertaining to a clear-cut and understandable legislative provision for the Accommodation and Rights of the Deported, with a definition of their Status. He declared this at a meeting of Delegates of Village and Community Councils and Citizens of the Simferopol District of the Autonomous Republic of Crimea, to discuss the problems of self-capture of land plots.

 

Present at the meeting with the Chairman of Parliament on Tuesday 29 January, were Chief Officials, Deputies of Local Councils, the Public, and The Medzhlis of the Crimean Tatars.

 

After his familiarisation with the proposals of the Delegates, A. Yatseniuk stated that the Law he will initiate must detail every opportunity for the financing of a Programme for Allocation of Land Plots.

 

The Chairman of The Verkhovna Rada of Ukraine stressed that by leaving the problem of fair land allocation unresolved, 'we are actually creating a social and legal crisis'. ' Frankly I will tell you my position will not be liked by all, but it is based solely on the First Paragraph of The Constitution of Ukraine, clearly stating that the land belongs to the Ukrainian people', he said.

 

He also mentioned a provision of The Constitution, according to which each individual has a guaranteed right of land, and stressed that ' all are equal in their rights'.

 

He said that any political agreements should be prepared using the format of a Law, and be signed by The President.

 

'I object most strongly to any illegal manifestations, including the self-capture of land plots', he said. Any illegal actions, according to A. Yatseniuk, play right into the hands of 'third parties', allowing them, in this case, to 'Play the Crimean Tatars' card´.

 

During the meeting, Simferopol District Representatives mentioned their most urgent problems, and among them the lack of land reserves, absence of accurate borders of localities and districts, and communal problems. They expressed their concern that self-capture of land can lead to an environmental crisis in the area surrounding the city.
